Put simply...

A check (shove) delivered with both hands on the stick and no part of the stick on the ice.


From the book:

Rule 48. Cross-Checking

    a. A minor, double minor, or major penalty, at the discretion of the Referee, shall be imposed on a player who "cross-checks" an opponent.

      (NOTES)
      1.Cross-check shall mean a check delivered with both hands on the stick and no part of the stick on the ice.

      2.A double minor penalty must be assessed for cross-checks delivered to the neck or head area, unless a major or match penalty (Rule 44 - Attempt to Injure or (Rule 49 - Deliberate Injury) is assessed.

      3.When a major penalty is assessed for cross-checking, an automatic game misconduct penalty shall be imposed on the offending player.

    b.When a major penalty is imposed under this rule, an automatic fine of one hundred dollars ($100) shall also be imposed.
