Rule 37. Linesman
(a)
The duty of the LINESMAN is to determine any infractions of the rules concerning off-side play at the blue line or center line, or any violation of Rule 61, icing the puck.
He shall stop the play when the puck goes outside the playing area, when it is interfered with by any ineligible person, when it is struck above the height of the shoulder and when the goal post has been displaced from its normal position. He shall stop the play for off-sides occurring on face-offs and for premature entry into face-off circles. He shall stop the play when he has observed that a goal has been scored which has not been observed by the Referee. He shall stop the play when there has been a premature substitution for a goalkeeper under Rule 18(a) Ð Change of Players; for injured players under Rule 19(f) Ð Injured Players; for a player batting the puck forward to a teammate under Rule 57(e) Ð Handling Puck with Hands; the calling of a double-minor penalty for accidental high sticks, under Rule 58(c) Ð High Sticks; interference by spectators under Rule 63(a) Ð Interference by/with spectators; the calling of a double-minor penalty to a player who attempts to poke, jab, spear or butt-end an opponent, under Rule 79(c) Ð Spearing and Butt-ending; and the calling of a penalty under Rule 81(a) Ð Throwing Stick, for deliberately throwing a stick in the defensive zone.
(b)
He shall face-off the puck at all times, except at the start of the game, at the beginning of each period and after a goal has been scored. The Referee may call upon a Linesman to conduct a face-off at any time.
(c)
He shall, when requested to do so by the Referee, give his version of any incident that may have taken place during the playing of the game.
(d)
He shall not stop the play to impose any penalty except when a major penalty is warranted to a player on the ice when a serious incident has been observed by him but not by the Referee and/or when he observes any violation of Rules 18(a) and (c), change of players (too many men on the ice); Rule 42(k), articles thrown on the ice from vicinity of players' or penalty bench; Rule 42(l), interference with game officials by player, Coach, Trainer or club executive; Rule 46(c), stick thrown on ice from players' bench and Rule 50(c), delaying the game by deliberately displacing the post from its normal position.
He shall report such violation to the Referee who shall impose a bench minor penalty against the offending team.
In addition, when assessing a major penalty to a player, he may, at his discretion, assess a minor penalty to a player of the opposing team that he deems instigated the incident for which the major penalty was assessed. He shall report immediately to the Referee his version of the circumstances with regard to interference on a goaltender when a goal is scored. He shall report immediately to the Referee his version of any infraction of the rules constituting a major or match foul or game misconduct or any conduct calling for a bench minor penalty or misconduct penalty under these rules.
